The cover is clearly part of the overall series, small changes include no pry holes, and a little notch in one of the spokes.
UTILITY:
Probably part of the drainage system of the great lawn.
RANGE:
The design can be found citywide, this one is just west of the Great Lawn, south of the Pinetum in Central Park.
