The 1930's brought a good deal of building and rebuilding on Governors Island, still then the headquarters for the First Army Second Corps. Replacement of WWI era temporary housing and facilities along with the need to build structures that might deter New York City from building an airport on the island and/or infringing on the officer's golf course and polo ground, were the driving forces.
